FAQ
The Texas Teacher Incentive Allotment Program (TIA) was created by the Texas Legislature as a part of House Bill 3 as a pathway to increase teacher pay and help attract and retain highly effective teachers. 
 
  • There are three levels of designation -  Recognized, Master, Exemplary.
  • National Board Certified Teachers automatically earn a Recognized designation.
  • Designations stay with teachers for 5 years even if they change school districts.
  • School districts will receive $3-$32K annually per designated teacher.
  • High need campuses receive an additional multiplier for funding based upon teacher designation level.
  • 90% of funding must be spent on teacher compensation on the campus where the designated teacher works.
The Local Committee has prioritized clear, consistent communication by posting all TIA meeting dates, minutes, and presentations to the TIA page and responding to all questions sent to the TIA email address.  The page has been updated after every meeting and the link shared in staff newsletters from the Director of Communications each week.  Soon, the Local Committee will announce Communication Liaisons to assist in sharing information at each campus.
During TIA meetings during July through October, the Local Committee determined Year 1 Eligibility will include Reading Language Arts (and SRLA) Grades 4-8, English I, English II, Math Grades 4-8, and Algebra I teachers.
 
What about special education teachers of the subjects/grade levels listed above?
No, special education teachers are not included in the Year 1 Eligibility group.

During TIA meetings in August & September, the Local Committee determined the Student Growth Measure will count 60%, and the T-TESS Evaluation System will count 40%. 

 

What Student Growth Measure?   

During TIA meetings in August & September, the Local Committee determined STAAR as the Student Growth Measure (weight = 60%).

 

Which components of T-TESS? 

During TIA meetings in September & October, the Local Committee determined 3 Walkthroughs, 1 Observation/Summative, and Proficiency in all 4 Domains and Dimensions (only Domains 2 & 3 averaged in data) as the T-TESS components (weight =  40%). 

 

Remember, T-TESS levels and points are Distinguished = 5; Accomplished = 4; Proficient = 3; Developing = 2; Improvement Needed = 1.

November
The Local Committee will update all committee members and work together to finalize weighting of system components, establish spending plan, consider optional systems, and determine timeline for expansion of draft systems.
 
December
Campus administrators will review the TIA Draft and provide feedback.  Revisions will be made based on feedback from committees and administrators.
 
January
The Local Committee will send Communication Liaisons to present the TIA Draft to campuses for feedback. 
 
February
The Local Committee will review feedback and discuss possible revisions.
 
March
The Local Committee will draft the TIA Guidebook, post for review/feedback, revise, and present to the Board of Trustees.
 
April
The Local Committee will submit the final application for TEA Review and approval.
